As of June 10, 2026, the Government of Quebec has announced the temporary reopening of the PEQ for a two-year period with designated intake periods. A first intake period has been confirmed from July 2, 2026 to October 31, 2026 (inclusively). Only applicants who met the criteria of the PEQ as of November 19, 2025 will be accepted in the first intake. Additional intake periods may be announced before the PEQ closes in July 2028.ÌýÌý

The Quebec Experience Program (PEQ) has two pathways:

  • Quebec Graduates
  • Temporary Foreign Worker

Requirements

To submit an application during the first intake period, candidates must notably meet the following requirements:


Quebec Graduate Stream

  • Obtained an eligible Québec diploma (Bachelor’s, Master’s, PhD, DEC technical, or DEP of at least 1,800 hours)
  • Obtained the eligible Québec diploma in the 3 years before November 19, 2025
  • Studied in Québec for at least part of the program
  • Level 7 of oral French and level 5 of written French

Temporary Foreign Worker Stream

  • Accumulated by November 19, 2025 at least two years of full-time work experience in Québec in a skilled occupation (TEER 0, 1, 2 or 3)
  • Acquired the work experience in the 3 years prior to November 19, 2025
  • Employed in an eligible occupation at the time of application
  • Level 7 of oral French.

If the principal applicant includes a spouse or common-law partner, the spouse/partner needs to demonstrate a level 4 of oral French proficiency.

Regular Skilled Worker Program (RSWP)

The is designed for individuals who wish to immigrate to Quebec as skilled workers, whether they are already in Quebec or abroad. It works through an invitation-based system. Interested applicants should first complete an in immigrating to Quebec in Arrima. The Quebec government periodically invites candidates to apply for a Certificat de sélection du Québec.

Chances of selection can be increased through a Validated Job Offer. Employees seeking to obtain a Validated Job Offer from 91ºÚÁÏÍø should refer to the Validated Job Offer Policy.

The RSWP has minimum French language requirements for both the principal applicant and the accompanying spouse.

Validated Job Offer

Purpose

A foreign national wishing to immigrate permanently to Quebec must first obtain a Certificat de Sélection du Québec (CSQ) from the Quebec government before applying for permanent residence with the Federal government.Ìý

The is an employer-driven application process that allows Quebec employers to support foreign workers in their interest to immigrate permanently to Quebec. Foreign workers with a VJO may have an increased chance of being invited to apply for a CSQ through the Programme de sélection des travailleurs qualifiés (PSTQ). To obtain a VJO, the employer must submit an application to the Ministère de l’Immigration, de la Francisation et de l’Intégration.Ìý

By submitting an application for VJO, the employer undertakes to reserve the job for the employee throughout their application for permanent residence, which could take several years.ÌýÌý

The offered position must meet certain requirements including numbers of hours (minimum of 30h/week) and minimum salary requirements. The candidate or employee must also be qualified for the position.ÌýÌý

A VJO is valid for 18 months.

  • The job offered must be maintained or reserved for the employee until they become a permanent resident of Canada which can take several years. The foreign worker must intend to take or continue the job offered upon obtaining permanent residence.Ìý

  • A substantial change in employment conditions or a termination of employment can result in the cancellation of the VJO which could negatively impact the employee’s application for a CSQ or for permanent residence.Ìý

  • There is no guarantee that the VJO application will be approved or that the employee will be invited to apply for a CSQ under the PSTQ, even with an approved VJO. It is the employee’s responsibility to verify their eligibility for selection under the PSTQ.Ìý

  • The VJO is an employer driven process. Employees cannot pursue the VJO application process on their own.Ìý



Policy

91ºÚÁÏÍø can support VJOs, under certain conditions, if the employee:ÌýÌý

  • Has the minimum ;
    OR
  • Qualifies under Stream 4 of the PSTQ for Exceptional Talent (for tenure-stream or Ranked Contract Academic Staff)Ìý

AND

  • Holds a tenure-stream position;
    ORÌý
  • Holds a permanent position;
    ORÌý
  • Obtains confirmation from their unit that a position will be reserved for them for at least 3 years.Ìý

Family Sponsorship

The allows permanent residents living in Canada and Canadian citizens to sponsor their married spouse, common-law partner or dependent children for permanent residence.

There are no minimum language requirements for family sponsorship.
