DESCRIPTION:Jacob Turner\, an Oxford graduate and UK barrister\, will be sp
 eaking on his book 'Robot Rules: Regulating Artificial Intelligence'\, whi
 ch has been foreworded by the former UK Supreme Court President\, Lord Neu
 berger.\n\nHe will argue that AI is unlike is any other previous technolog
 y\, owing to its ability to take decisions independently and unpredictably
 . This gives rise to three issues: Responsibility - who is liable if AI ca
 uses harm? Rights - are there moral or pragmatic grounds for giving rights
  to robots? And Ethics - how should AI make choices\, and are there any de
 cisions it should not take?\n\nHis work is aimed at a multi-disciplinary a
 udience\, which could include anyone with an interest in politics\, philos
 ophy\, law\, computer science etc\, on the basis that AI will affect all a
 reas of society and because any governance of AI ought to be a joint effor
 t.\n\nAbout the speaker\n\nJacob Turner is a barrister and author. He has 
 acted for sovereign states including Argentina\, Greece\, Russia and Iraq.
  Jacob has previously worked for Cleary Gottlieb Steen and Hamilton LLP in
  London and Hong Kong\, and before that in the legal department of Israel’
 s Permanent Mission to the UN in New York\, and as a speechwriter to its A
 mbassador. He is a former law clerk to Lord Mance in the UK Supreme Court 
 and is the co-author with Lord Mance of Privy Council Practice (Oxford Uni
 versity Press\, 2017).\n\nJacob is a member of the expert advisory board o
 f Conflict Analytics Lab\, a research-based consortium on AI and data anal
 ytics applied to conflict resolution and negotiation. His work has been fe
 atured in Quartz\, The Spectator\, The Economist\, Wired Magazine and Al J
 azeera Online. He has lectured on regulating AI at universities including 
 Oxford\, Cambridge and the Max Planck Institute in Hamburg\, as well as at
  various technology and law firms. In December 2018 Jacob delivered a lect
 ure in Shanghai\, China on AI and National Security\, at the invitation of
  the United Nations. He has also given speeches on other topics at UNESCO 
 in Paris\, and the UN Human Rights Council in Geneva. He holds degrees fro
 m Oxford University and Harvard Law School.\n\nAI and the Law Series\n\nTh
