DESCRIPTION:The MacKell Chair in Federalism welcomes Professor Adam Tomkin\
 , from the University of Glasgow.\n\nAdam Tomkins has held the John Millar
  Chair in Public Law at the University of Glasgow since 2003\, having prev
 iously taught in Oxford and at King’s College London. \n\nHis expertise li
 es in British constitutional law and his current research focuses on the t
 erritorial constitution in the light of devolution and in the aftermath of
  the 2014 Scottish independence referendum. \n\nHe was an adviser to the U
 K Government during that referendum and sat on behalf of the Scottish Cons
 ervatives on the Smith Commission\, which agreed a package of further devo
 lution to Scotland\, currently being legislated for in a new Scotland Bill
 . \n\nRecent relevant publications include “Scotland’s Choice\, Britain’s 
 Future” (2014) 130 Law Q Rev 215 and the Bingham Centre for the Rule of La
 w’s paper\, A Constitutional Crossroads: Ways Forward for the United Kingd
