 omkins has held the John Millar Chair in Public Law at the University of G
 lasgow since 2003\, having previously taught in Oxford and at King’s Colle
 ge London. \n\nHis expertise lies in British constitutional law and his cu
 rrent research focuses on the territorial constitution in the light of dev
 olution and in the aftermath of the 2014 Scottish independence referendum.
  \n\nHe was an adviser to the UK Government during that referendum and sat
  on behalf of the Scottish Conservatives on the Smith Commission\, which a
 greed a package of further devolution to Scotland\, currently being legisl
 ated for in a new Scotland Bill. \n\nRecent relevant publications include 
 “Scotland’s Choice\, Britain’s Future” (2014) 130 Law Q Rev 215 and the Bi
 ngham Centre for the Rule of Law’s paper\, A Constitutional Crossroads: Wa
 ys Forward for the United Kingdom [.pdf](2015)\, of which Professor Tomkin
