Applying For Your Study Permit From Outside Canada

The Study Permit

When applying from outside of Canada, you are applying for a new study permit (not a renewal).

The study permit, issued by Immigration Canada, is a mandatory immigration document for all international students at 91*. It authorizes you to study in Canada and grants you your immigration status of a student in Canada.

In order to study in Quebec, you must:

  • Hold a valid study permit for the entire duration of your studies (if your study permit will expire before the end of your program, you must apply to renew it)
  • Meet the conditions of your study permit for the duration of your studies

Study Permit Conditions:

You must respect the during your studies. These conditions include:

  • Being enrolled at a designated learning institute (DLI)
  • Actively pursuing your studies
  • Applying to extend your study permit to change post-secondary schools
  • Applying to extend your study permit, change your status, or leave Canada before your study permit expires.
  • Respecting any limits you may have on your ability to work in Canada

Co-op/Internship Work Permit:

Students in a program of study with mandatory co-op or internship terms (e.g. Bachelor of Education, Bachelor of Nursing, some Bachelor of Engineering programs) must have a Co-op Work Permit (CWP) in order to participate in the mandatory work requirement (co-op, internship, field experience, practicum). You can submit an application for a CWP (or to renew your CWP) within your study permit renewal application. When to Apply

Ideally, you would apply for a new study permit a few months before your current study permit expires. You can check the for the study permit application from outside of Canada in your region. If you applying from outside of Canada, you should ensure that you have enough time for your study permit application to be approved before you intend to travel back to Canada.

If your study permit will expire before you complete your program of studies, you must:

  1. Have a CAQ that is valid beyond the expiration date of your current study permit. A study permit is normally issued with an expiration date that matches your CAQ.
  2. Have valid biometrics. Be sure to check the of . Your new study permit may only be issued until the expiry date of your biometrics and not to the expected end date of your program or expiry date of your CAQ.
  3. Have a valid passport. Your new study permit cannot be issued past the expiration date of your passport. Ideally, your passport should be valid for the remainder of your studies.
  4. Apply for a new study permit even if you have only one semester left. You must have a valid study permit for the entire duration of your program.

Contact ISS right away if either of the following situations applies to you:

You are outside of Canada, your study permit is about to expire, and you will not have your new study permit application approved before you return to Canada.

How to Apply from Outside of Canada

Step 1: Fill out the questionnaire.

  • To access the questionnaire, register for log into your existing . Scroll down to Start an Application and click on Apply to come to Canada. You should then be directed to the .
  • At the end of the questionnaire, you will be provided with your Document Checklist and a personal reference code (save this).

Sample Questions & Explanations (Check your eligibility questionnaire)

  • Do you have a provincial or territorial attestation letter or meet an exception from submitting a provincial or territorial attestation letter? YES. Your CAQ acts as your Provincial Attestation Letter.
  • Is work an essential component of your studies? Only answer Ԩ” if you are in a program that has a mandatory internship/stage/field work component.
  • Have you had a medical exam performed by an IRCC authorized panel physician (doctor) within the last 12 months? Only answer Ԩ” if you have completed a medical exam for Canadian immigration purposes within the last 12 months.
  • Have you visited or lived in any one of the designated countries for 6 consecutive months in the last year? Review that require a medical exam. If you have visited or lived in a country that required a medical exam for 6 consecutive months in the last year, you must answer Ԩ”.

Application for Study Permit Made Outside of Canada (IMM1294): Common Questions and Answers

UCI (universal client identification number)
If you have never applied for an immigration document from Immigration Canada (IRCC), then you do not have a UCI number and should leave this part blank.
Details of Intended Studies in Canada
  1. 91 Address: 845 Rue Sherbrooke Ouest, Montréal, Quebec, H3A 0G4
  2. 91 Designated Learning Institution number: O19359011033
  3. Duration of expected study: Refer to 91’s “Key Academic Dates” website for your “From” date. You should add the number of years that you expect it will take you to complete your program and indicate this as the “To” date.
  4. The cost of my studies will be:
    • “Tuition” = Total tuition and fees for your first year of studies. Refer to 91's Fee Calculator. If you are a graduate student, you can refer to your departmental offer letter for tuition and fees information (if your department has provided you with this information). NOTE: If 91 has not yet released the Fee Calculator for your admission year/term, you can provide an approximate amount based on expected increases.
    • “Room and Board” or “Other” = Indicate your estimated living expenses for your first year of studies. You can indicate an amount for living expenses in one of the sections and leave the other section blank. The amount should be at least the plus roundtrip airfare plus $500 to cover settlement fees for your first year of studies.
  5. Funds available for my stay: Indicate the amount of funds available to you as per your financial capacity documents. This amount should be equal or greater to the sum of the amounts you indicated in your “Tuition” and “Room and Board”/ “Other” sections.
  6. My expenses in Canada will be paid by: Indicate who will be paying for your studies in Canada. If you will be receiving loans, bursaries, scholarships or other funding from 91 or any other institution, select “M” in the drop-down menu. NOTE: You are required to prove that you have sufficient financial capacity for only the first twelve months of your studies.
Employment
  1. Do not leave this section blank. If you have no work history, indicate your studies or activities for the past 10 years. Do not leave any time gaps in this section. If you run out of space, include additional information in a document that you can upload in the Optional Documents - Client Details section of your Document Checklist.

Step 3: Collect all of the supporting documents listed on your personalized "Document Checklist"

In addition to your Document Checklist, consult the for your region. If additional documents are required that do not appear on your "Document Checklist", merge them into one file and upload in the Optional Documents - Client Details section of your Document Checklist.


Step 4: Pay the required fees and submit the application

The application processing fee is $150 CAD and must be paid online using a credit card. You may also be required to pay the Biometrics fee of $85 CAD.

Step 5: Obtain your study permit approval letter and travel document

When your study permit application is approved, you will receive a study permit approval letter (), through your IRCC secure account.

Depending on your country of citizenship, you will receive either an electronic travel authorization (eTA) linked to your passport or you will be asked to mail your passport to the Visa Office in order to get a temporary resident visa (TRV/visitor visa).

Before travelling to Canada, print a copy of your POE Letter of Introduction. You will need to present this letter to the Canadian Border Services Agency (CBSA) Officer upon arrival in Canada in order to obtain your actual study permit.

Before you leave the immigration hall, verify that your name, date of birth, and gender are all correct on your document and that you have "on-campus and off-campus" work provisions under the “Remarks” section at the bottom.


Step 6: Upload copies of your CAQ and study permit to 91

After you arrive in Canada, send copies of your valid CAQ and study permit to 91’s Legal Documents.

Required Documents

You must follow the list of documents required on your personalized "Document Checklist" AND in the for your region. Please see the search tool on the Immigration Canada website to find the Visa Office Instructions for your region.

  • Application for Study permit Made Outside of Canada (IMM 1294) form. Complete and validate the form (bar codes will appear once the form is properly validated).
  • Proof of Enrolment letter - You can generate this letter yourself on Minerva after you have registered for courses. Upload the Proof of Enrolment Letter in the “Letter of Acceptance” section. Do not upload your original Letter of Acceptance to 91. If your study permit expires in the middle of a semester, you can include a Proof of Enrolment Letter for your current semester.
  • A CAQ that is valid past the date your current study permit expires. Your study permit is generally issued with an expiration date that matches your CAQ expiration date.
  • If applying from outside of Canada as an undergraduate student: A Provincial Attestation Letter (PAL). Your CAQ can serve as your PAL as long as your CAQ includes this remark: “This letter of attestation confirms that the applicant has a place in the Québec share of the distribution of study permit applications or that he or she has been exempted." If your CAQ does not include this remark, you need to request an updated CAQ attestation letter via the Immigration Quebec before applying for the study permit.
  • A passport that is valid past the date your current study permit expires. If your passport will expire before your CAQ, your study permit will be issued with an expiration date that matches your passport expiration date.
  • Proof of means of financial support – You can upload your proof of financial capacity for the next years tuition fees and living expenses. You can also upload proof of scholarship, bursary or stipend here. If a family member is financially supporting you, you should also include a signed letter from them confirming their financial support.
  • (Only if applicable) Co-Op Letter from your department or faculty confirming that you have a mandatory work component as part of your program. Upload the letter in the “Evidence of Work Requirement in Study” section.
  • (Only if applicable) Proof of upfront if you wish to work in a field where the public health must be protected.
  • (Only if applicable) An explanatory letter and other supporting documents in the “Client Information” section. This is necessary if, for example, you have lost your status and you are applying to restore it; you previously remained in Canada beyond your authorized stay; you previously studied and/or worked without authorization in Canada, etc.
  • (Only if applicable) Biometrics. If you have not provided biometrics to Immigration Canada within the past 10 years, you should receive a after you submit your study permit extension application. Immigration Canada must receive your biometrics in order to continue processing your application.

Returning to Canada

If you are from a country that requires a TRV or eTA to enter Canada and you apply for your new Study Permit from outside of Canada, a TRV or eTA will be automatically issued to you.

Once your study permit is approved, you will receive a Port-of-Entry Letter of Introduction. Your actual study permit will be issued to you at the port-of-entry.

Please send your new study permit to 91’s Legal Documents as soon as you return to Canada.
