Based on\nthis premise\, we present the idea of establishing a public\npolicy to promote organ donation within the Swiss legal\nsystem .\nAs part of a public policy\, the State can use incentives\,\ni.e.\, reg ulatory instruments to reward organ donation.\nConsidering legal and ethic al constraints\, we show how these\nincentives can be designed to increase  organ donation rates\nwithout violating the prohibition of organ sales.\n This argument leads us to envision several innovative incentives\nsuch as tax breaks for willing donors\; priority status on the\nwaiting list for a registered donor should he or she ever need\nan organ transplant\; discou nts on health insurance premiums\;\nor a rebate on a donor's funeral costs .
