 : How social movements\ncreate grassroots communication infrastructures\nA
 bstract: Why and how do people organize to bypass mainstream\nmedia and te
 lecoms? How do grassroots communication infrastructures\nlook like\, and h
 ow do they function? Do social movements contribute\nto change communicati
 ons policy from the grassroots?\nSocial movements embody an alternative vi
 sion of the world. They\nseek to communicate their claims to the wider pub
 lic. Not only they\nattempt to access mainstream media\, they also set up 
 their own\nmedia and communication channels. However\, when observing soci
 al\nmovements\, researchers usually take an instrumental approach to\ncomm
 unication and media processes - they tend to focus more on ends\nrather th
 an means. 'Stealing the fire' tells the story of how\ndemocratic and horiz
 ontal 'means' of communication are envisioned\,\nbuilt\, and operated.\nSt
 efania Milan will introduce two examples of self-organized\ncommunication 
 channels\, on the airwaves and on the internet\nrespectively: low-power co
 mmunity radio stations\, and grassroots\ninternet service providers operat
 ed by 'radical techies'.\nShe will explore the sociological and cultural p
 rocesses at play\nin grassroots communication\, uncovering how a collectiv
 e identity\nis built around technological issues\, and how the groups take
 \naction. Examples are from a four-year transnational study of\ngrassroots
  developers of communication infrastructure.\nStefania Milan holds a PhD f
 rom the European University\nInstitute\, Italy\, and is visiting Media@McG
 ill this fall.\n\n\n\n
