  University\n \nOne of the weak points of the long debated Turing definiti
 on of\nmachine intelligence is that it is based completely on language.\nE
 ven though animals that appear not to use language exhibit\nbehavior thoug
 ht to be intelligent\, Turing's definition leaves them\nout of the picture
 .  Of even more importance\, Turing's test\noccurs in an entirely sterile 
 environment\, providing no\nacknowledgment of the skills required to make 
 use of the\nenvironment to solve problems.   In this talk it will be\nargu
 ed that a definition of machine intelligence based on the\ndegree to which
  machines are able to solve problems by partnering\nwith their environment
  serves us better in our efforts to \nunderstand 'intelligence' in a robot
 ic context.  This\npartnership may include using the environment to supple
 ment motor\nskills\, to calibrate capabilities\, to test the accuracy of m
 emory\,\nand to experiment with possible courses of action. We intend to\n
 give arguments that support the idea that a machine can be said to\nbe int
 elligent if\, when it is placed in a partially unknown\nenvironment\, it i
 s able to extract sufficient tools and information\nfrom the environment t
 o enable it to achieve its goals.  The\npractical implications of this poi
 nt of view for the design of\nrobots will be emphasized.\n
