Even Kofi Annan\,\nthen Secretary General of the UN\, and Boutros Boutros Galli\, then\nhead of the UN Environment Pro gram\, made such statements. Perhaps\nthey will be true but\, if so\, wher e is the evidence? Historically\,\nnations have cooperated\, rather than f ought\, over fresh\nwater.  And this continues to be true\, even in such\n contentious areas as the Jordan River Valley. To be sure\, there\nwill be conflicts over water\, but they are not very likely to be\nthe cause of in ternational wars. Instead\, conflicts are much more\nlikely to be intra-na tional\, between cities and rural areas or\nbetween environmentalists and farmers.\n\n\nDr. David B. Brooks was educated in geology and economics. H e\nrecently retired after 14 years with the International Development\nRes earch Centre and is now Senior Advisor - Fresh Water for Friends\nof the E arth - Canada. During his career he was a founding director\nof the Canadi an Office of Energy Conservation\, director of the\nOttawa Office of Energ y Probe\, and a principal with the firm of\nMarbek Resource Consultants Lt d. His main research interests are\ncentered on environmental protection o n the one hand\, and the use\nof minerals\, energy and water on the other.
