H e is a member of the Law Society of Upper\nCanada.\nAbout the book\nIn mat ters of rights\, constitutions tend to avoid settling\ncontroversies. With few exceptions\, rights are formulated in\nopen-ended language\, seeking consensus on an abstraction without\npurporting to resolve the many moral- political questions implicated\nby rights. The resulting view has been tha t rights extend\neverywhere but are everywhere infringed by legislation se eking to\nresolve the very moral-political questions the constitution seek s\nto avoid. The Negotiable Constitution challenges this view. Arguing\nth at underspecified rights call for greater specification\, Grégoire\nC. N. Webber draws on limitation clauses common to most bills of\nrights to deve lop a new understanding of the relationship between\nrights and legislatio n. The legislature is situated as a key\nconstitutional actor tasked with completing the specification of\nconstitutional rights.
