 t\,\nand a SSHRC. From 1995 to 1998 she served as the Director of\nStudies
  at the South African Institute of International Affairs\n(SAIIA) in Johan
 nesburg\, South Africa. Professor Handley received\nher M.Phil. from Oxfor
 d and her Ph.D. from Princeton.\n
