The shift\nfrom legal con cept to self-representation was greatly facilitated\nby the rise in number s and influence of international\nnongovernmental organizations and by new possibilities for cultural\nlobbying and public persuasion.  This illustr ates a\nlegal/institutional origin to some new and emerging categories of \nbelonging and identity.  The idea of a community with shared\nexperience can in and of itself bring into existence a new regime\nof rights\, an au tonomous conception of belonging and a new basis\nfor local and transnatio nal citizenship.\nAbout the speaker\nRonald Niezen's research involves inv estigating indigenous\npeoples as active participants in international net works and\norganizations.
