DESCRIPTION:One of the fundamental objectives of the European Union is to\n
 offer its citizens an area of freedom\, security and justice without\ninte
 rnal borders and using a single currency. However\, dealing with\ndelicate
  questions such as state sovereignty and fundamental issues\nthat touch up
 on immigration rights and the war on terror is\ncomplex. The classical mod
 el of how broad community and public\npolicies are established does not al
 ways succeed. The speaker will\ncritically analyze this construction throu
 gh the lens of the Treaty\nof Lisbon to measure what has been accomplished
  so far and what\nremains to be addressed.\nAbout the speaker\nHenri Labay
 le is associate professor at the Faculty of Law of\nthe Université de Pau 
 et des Pays de l'Adour and the holder of the\nJean Monnet Chair in Communi
 ty Law.\nHe directs the Centre de Documentation et de Recherches\nEuropéen
 nes (C.D.R.E) at the Université de Pau and is a consultant\nfor the Europe
 an parliament since 1999. He is a member of several\nresearch networks\, s
 uch as the Odysseus Network for Legal Studies\non Asylum and Immigration i
 n Europe\, the European Network of\nExperts on Fundamental Rights (2002-20
 07)\, the European Monitoring\nGroup of the Free Movement of Workers (2003
 -2008)\, the European\nUnion Fundamental Rights Agency (since 2007) and th
 e European\nCriminal Law Academic Network (since 2004).\n
