Acting under\nstrong pres sure exerted by the IMF\, the Malagasy government\nlaunched the PNF (Plan National Foncier) in 2004 to implement a\nnational land registration syste m. The land registry system is also\nintended to provide a platform for fu rther land and forest\nconservation measures. However\, land registration has proven to be\ncomplex and problematic\, due to competing notions betwe en positive\nlaw and customary law. This paper proposes historical and\nan thropological perspectives on this issue and will discuss notions\nof the natural environment and its conservation\, land access\,\nregistration\, d ispute resolution and the legitimacy of local fora\nanchored in customs ve rsus a judicial system inspired by French\nCivil Law. Land registration is a key area where Malagasy customs\ncollide with vazaha (foreign) economic and cultural references.\nThis lecture is the fruit of a joint research p roject between\nthe Department of Social and Cultural Anthropology (VU Uni versity\nAmsterdam) and the Institut de Civilisations/Musée d’Art et\nArch éologie (Université d’Antananarivo)\, which was launched in\nJanuary 2005. During the first three years of this research\,\nfourteen Dutch master st udents and fourteen Malagasy students\njointly carried out fieldwork and r esearch on natural resource\nmanagement and poverty. This unique project a llowed Malagasy and\nDutch researchers to exchange viewpoints and combine synergies to\nbetter approach this important societal and academic themati c in a\ncomprehensive manner.\n_________________\nSandra Evers\, Ph.D. (Am sterdam 2001)\, is a tenured lecturer and\nsenior researcher at the Depart ment of Social and Cultural\nAnthropology\, VU University Amsterdam.  She specialises in\nSouth West Indian Ocean studies\, with a particular focus on\nMadagascar and the Seychelles. Dr Evers’ principal areas of\nresearch cover migration\, slavery\, memory and cognition\, frontier\nsocieties wit hin the context of globalisation\, natural resource\nmanagement\, poverty and sustainable development.
